In 1993 I, Karen Saffian, came forward to Authorities in the State of New Hampshire with the information Dow had given me in the Spring of 1993. That information identified that Jan and Stephen Dow had not died in a fiery motor vehicle accident but rather were killed in their home. That Richard Dow admitted that he was directly involved in the killings and had staged the accident.
I first reported what Dow had told me to Lieutenant Jellison, Commander of Troop F. Instead of responding to the information with the seriousness that it deserved, Lt. Jellison attempted to trivialize and dismiss it, going so far as to give an investigative conclusion without conducting any serious investigation, warning me that my son's life and my own would be in grave danger if this incident were looked into, and then leaving it up to me to decide whether this matter should be investigated.
As a direct result of Lt. Jellison's response, my son and I entered into hiding. The New Hampshire Attorney General's Office was notified. In turn the New Hampshire State Police Major Crime's Unit was notified. Detective Sergeant Ben Mozrall was then placed in charge of investigating this incident.
Sergeant Ben Mozrall had become a targeted man within the Division of State Police. Not only was he left unsupported in his investigation into this most serious matter, but he began experiencing acts of harassment with obstructions being placed in his way by his superiors in the New Hampshire State Police.
Complaints were filed during this time frame. To date none of those complaints have been competently investigated.
In spite of the harassment and obstructive acts Detective Mozrall pushed forward and ended up solving the case. His investigation demonstrated that Jan and Steven Dow were murder victims, the car accident was staged, the fire set, and the perpetrator Richard Dow.
Detective Mozrall's investigation into this matter also demonstrated
that this incident was deliberately botched in 1982.
At one point, the New Hampshire Attorney General's office was preparing to go forward to a Grand Jury with this case, but then abruptly decided not to move forward.
The case was solved. Yet the New Hampshire Attorney General's office refused to act. The New Hampshire Governor's Office brushed this matter off. And while a good number of New Hampshire Legislators reacted seriously to this matter and attempted to have the conduct of the Department of Safety: New Hampshire State Police and Attorney General's Office seriously scrutinized, other key legislators implemented actions
to aid in keeping this matter from being examined.
Detective Mozrall retired from the New Hampshire State Police after
years of dealing with harassment and obstructive acts implemented by his superiors.
The Dow case was then handed to Corporal William Magee who did nothing with the case except aid his superiors in their resolve to keep this case from moving forward.
To date, top officials in the State of New Hampshire continue to keep this case under wraps refusing to bring it out into the light of day.
